If guns are loaded in conjunction with other ordnance (which they almost always are) then the gun door has to be open for the pilot to verify the power switch has been connected. As far as changing stuff, depends on what it is. If it's an avionics box that's suspected to have gone bad, they can swap those on the spot with engines turning. Power on the aircraft really has no bearing on what can or can't be done. An aircraft has to meet several prerequisites in order to even launch a weapon, one of the most notable includes being airborne with weight off wheels. However, you wouldn't swap an engine with stores loaded, simply because that's a lengthy task.
